Air Permitting and Compliance is one of the most complicated and least understood aspects of the landfill industry today.  From New Source Performance Standards (NSPS) to New Source Review (N-NSR and PSD) and Air Quality Construction Permits to Title V Operating permits, our staff can help you. 

We have been at the forefront in securing permits for challenging landfill gas fueled renewable energy projects and landfill expansions.  Innovation and experience have allowed us to successfully transfer closed landfills from Title V to State Operating Permits reducing costs for the facility while helping our Clients maintain compliance.

Part 70 / Title 5 Operating Permits 

  • We can prepare operating permit applications for even the most complex facility.
  • We can conduct a detailed inventory of air sources to ensure that small sources, that seemingly are not relevant, are treated as appropriate within an application.

                                    All too often, a small air emission source is missed leading to NOV’s or worse. 

  • We can conduct a technical review of draft operating permits to ensure that mistakes, over-reaching and or non-applicable conditions do not make their way into the permit.
  • We can assist our Client’s during regulatory negotiations to help obtain the best permit possible for the facility.
  • We can also assist with annual Compliance Certifications, semi-annual reports and annual emissions inventories.    

            New Source Review and Air Quality Construction Permits  

  • Whether your facility is located in an attainment or non-attainment area, we have experience in securing air quality permits for you.  This includes non-attainment new source review and Prevention of Significant Deterioration (PSD) for sources deemed minor or major.
  • Whether you are permitting a landfill gas to energy facility that utilizes reciprocating engines or turbines, flare, rock crushing operation or landfill expansion, we have been successful in helping Clients.  

New Source Performance Standards or State Emission Guidelines  

  • From initial performance testing and Design Capacity Reports to NSPS Tier 2 testing and deviation reports, our staff can help. 
  • We can prepare annual and 5 Year NSPS emissions reports and all of the quarterly, semi-annual, and annual reports that your facility has to submit.  From reciprocating engines and turbines to landfills and rock crushing operations, each with a NSPS, we can help you. 

National Emissions Standards for Hazardous Air Pollutants (NESHAP) 

  • We can prepare your SSM plans and also prepare the startup, shutdown, malfunction (SSM) reports that those plans mandate including the semi-annual SSM reports. 
  • We have developed a computer program to aid the completion and tracking of SSM forms.
